Cross-Changeability

I have a concern here can someone please advice ,

 

1) I have an approved I-140 , I was born in India and My spouse was born in UAE(Dubai), I think I can file under  cross chargeability , Please confirm

 

2) The second part of my question which is very important , In her passport and in her H4 application we mentioned India as her place of birth, would that create any problem, If we file for I-485  with her UAE  birth certificate.

 

3) Do we have to pay any additional fee to the attorney for getting this thing straight and filing the I-485 application.

 

4) Can I have her place of birth corrected at Indian Embassy in the USA.
