H1B Visa Stamping in Canada without Masters in US

The US consulates in Canada generally only accept visa applications from third-country nationals when that person has already received a visa in the desired classification from their home country. They may make an exception in certain cases, such as where the visa applicant has received his degree from a US university.

There is more information on some of the consulate web sites, and you can contact teh consulate or visa services organization to determine if the consulate you wish to attend will accept your application.
