L1 to H1 Transfer

Hello Sir,

I am in USA on L1B visa and I had H1B visa applied on 2008, which was never used and got expired on 2012. 

Here are couple of question from my end, so can you please help me on this?

1)  Is there any way, can I use that H1B now and do the visa transfer.

2)  However I don't have any of the information related to that H1B papers, except USICS receipt number. So can I get those papers back from USICS?.

3) If I can get those papers from USICS, how do I get those any process? and how long will it take?

4) While doing this, will it affect my existing L1B visa?

 

Please help me on this.

1. Yes, employer files a cap exempt H1B petition.

2 & 3. File a FOIA with USCIS or ask your H1B employer.

4. No.
