I140 Approved prior to expiry of 6th year of H1b. Moved to India - Can I apply for B1/B2 or change employers?

Hi,

 

I got my I140 approved prior to expiry of my 6th year H1b visa. However the time period to apply for fresh h1b was too short (less than a month) so moved back to India. Ended up staying here for over 6 months due to certain reasons. Now can I apply for a tourist visa or can i change employers with the approved I-140 without having to wait till April 1st?
