Why are EB3 dates not moving as considerable switched to EB2?

No. The quota remains the same, but the number of people "in queue" decreases. Because EB3 does not generally get any overflow from EB1/EB2ROW, the total number of visas issued every year is the same.

Assuming you are talking about the EB3 India preference category ...

 

One, if you look at the demand data there are several 10,000s of people 'in the queue'  for ~3,000 visas in the annual quota, overwhelming the category.  Two, with similar demand for a limited number of visas in the EB2 India category there is no or very little "spillover" of 'extra' visas as Belle pointed out.  Three, as stated by the Department of State (DoS) who issues visa numbers and USCIS they do not have a way of determining EB3 to EB2 porting cases in their calculations of the cutoff date in the Visa Bulletin.  For these reasons the EB3 India cutoff date will not see much movement.
