H1B Expired - Can I Extend?

Here is my story;

 

1. My PD is 2008

2. I have EAD (but never used it yet) valid for 2 years

3. Entered using AP and I-94 is valid for another 2 months

4. Was maintaing H1B for last 10+ years

5. Could not apply for extension on H1B sooner because dept of Labor website was down down due to govt shutdown. After shutdown was over applied for LCA and which took many  days and my H1 is expired.

6. I know, I can use my EAD but want to still renew my H1B

7. Someone told that I can apply for H1B renewal with in 10 days (grace period) of its expiration.

 

Is this true? Can I still renew it? Will it impact my GC process?

 

Please advise.
