DS-160 Question

I did my MS here in US. F1 was issued in Chennai India.

Now I am on my first H1b and visiting india and get my H1b Stamped in Hyderabad India.

 

My F1 Issued consulate: Chennai India

My H1B Stamping interview consulate next month: Hyderbad India.

 

I have come across this question while filing my DS-160. I am confused. Should I respond yes/no to this question. Please help me out.

 

Are you applying in the same country or location where the visa above was issued, and is this country or location your place of principal of residence?
