I got the H1b petition approved in Oct 2013.But cause of some personal reason I am going to India.While coming from India can i go for H4 stamping direct if I am having H1B approved petition.

If your spouse is on H1B you can apply for a H4 visa. But, once you enter US on a H4 visa and if you would like to begin work an employer has to file a COS to H1B.

Hi, what does 'COS to H1B' mean? Does it mean we need to reapply for H1B next year? Or can we use the existing approved petition and change it from H4 to H1?

COS means change of status. When you are ready to begin work the employer has to file a cap exempt H1B petition anytime of the year and on approval you can begin to work immediately.
