I finished my first master's degree in Computer Science from XXX University and got my OPT(12 month). Later, I wanted to pursue my second master's and did not apply for OPT Extension. I am about to finish my Second Master's Degree in a different major in YYY University. Am I eligible to apply for an OPT Extension(17-month)? What are the chances of being approved for the 17-month OPT Extension? All replies and suggestions will be appreciated. Thank you.

No matter how many master degrees you have, you will get only 'ONE' OPT.

I believe you are not eligible as you should have applied for an extension after your initial OPT period but you decided to join for another Master's.
