H1B transfer to new company, with out approval old company?

Please help on this query

 

My previous ‘A’ company reverts back my H1B, after I got the receipt number from ‘B’ company in the month of July’2013. ‘B’ company didn’t process my transfer through premium process, due to this still in USICS web site my status showing as initial review from July'13. Here, A & B are consultant companies.  Now, I got fulltime offer from ‘C’ Company. So, my question is without complete ‘B’ company transfer, would ‘C’ Company apply my H1B transfer again? Will it be impact to my 'B' Company transfer?

You need to get company B's transfer approved before company C can file a transfer
