Time USCIS takes after submitting response to RFE - H1B Transfer - General

My H1B transfer petition was accepted on April 30, 2013 and I received an RFE today (reason unknown) on October 22, 2013. The service center is Vermont and processing is general processing. The work is a vendor-client model. The end-client is direct to my employer with no implementation partners (Infosys, Accenture, etc) in between. 

 

Given that H1B transfer times under general processing can take up to 6 months, does the clock reset back again to Day 1 now and they can take another 6 months (on paper) after receiving the RFE response if I don't push it to premium? I am aware the RFE response may not be apporved by the USCIS and I may get a reject. I am worried about the time line here.
