I am comfortable with this that I have to restamp my H1B at Consulate. Does my spouse also need to get H4 stamped again?

Only when you travel outside US and if your earlier H1B is expired you need a new visa.

I got it stamped in Jan-2012. I recently changed job and got my H1B transferred. I am going to India in Dec for my marriage. Do i need to get the visa stamped? Thanks!

You can travel with your old employer's unexpired H1B visa and I797 from new employer.
