Has anyone here heard the same or have already filed for a new PERM with the USCIS ? I am absolutely new to the GC processing and i was told that a PERM has to be filed as i am eligible for EB2 category

You have to wait till your PERM is approved, if your PERM is approved that means you are eligible for GC under that EB category. After that your employer will file I140 and wait till your PD becomes current.
