Labor Processing and Layoffs with respect to geographical locations

My company will start PERM in FEB-2014.

 

The company has 98 different office locations in the USA.

 

One of their offices which is not in my city location, had layoffs to my similar category of work. 

 

My office didn't have any layoffs.

 

My question is: Does my employer have to disclose those layoffs even though they didn't happen in my Metro Area? Which means they have to offer the job to laid-off workers as part of Labor Cert. process.

 

According to this document, an employer only has to take additional recruiting steps (offering the job to laid-off workers) if they worked in the same Metro location as the green card beneficiary.
