H1b transfer - No ssn because of govt shutdown and No pay stubs yet

My H1b got approved recently and valid from 10/01/2013. Before that i was on H4. Due to personal reasons, i want to transfer my H1 from employer A to employer B. I couldn't apply for SSN because of us shutdown and don't have any pay stubs yet. Since mine is new h1b, it is not yet stamped. Can i transfer my h1 right away (i.e after shutdown ends) under these circumstances without any pay stubs and ssn or is it better to work with current employer A for 3 months, get the pay stubs and transfer the H1 to employer B.

Employer A should be able to run payroll with out SSN. By the time employer B applies for a H1B petition (Oct end) you might have at least 1 pay stub with you. You will have to wait till shutdown ends.
