Duration between L1 and H4 stamping

Hello,

I am going for L1B stamping and my better half is in US on H1B visa, if my L1B is getting rejected then I wanted to opt for H4. 

If I am going for H4 Visa again, can I go for stamping immediately or do I need to wait for certain amount of time before going for the second time?

What are the consequences of following this route (trying L1B instead of directly going to H4)?
