Can apply for second stamping w/B if first stamping is w/ RFE/221g w/ A?

If get RFE/221G and wont able to provide requested document then
1) will they put on passport or somewhere else that you cannot go for next stamping untill you clear first OR
2) no one can hire you for fresh/transferable H1? It is also possible? If yes,then I"ll never be able to come to US :(

Pls suggest me.

You can withdraw the earlier application and go for stamping with another employer.
