H4 to F1 Query

I am on H4 Visa (Currently in USA) and changing my visa status to F1, as my program is of professional nature which requires practical/industrial training.
 

I have applied for I-20 for Jan 2014 (Winter session) in a university. My university says that in case my F1 approval comes late (After Jan 10, 2014) I will have to join the April 2014 (Spring session). They suggested that in case the F1 approval is delayed they will defer my SEVIS immigration record to spring, April 2014. And then I will start my full time F1 enrollment status from Spring 2014.

Is it OK for the university to defer my SEVIS immigration record to Spring 2014 in the case my COS to F1 is not completed by January, 2014 ? Can it cause any kind of compilation ?

If I receive my F1 after the SEVIS immigration record is deferred  (say COS to F1 happens in Feb, 2014), Will I be out of status as I won't be attending classes till Spring session?
