I will only be able to get the eperience letter once I resign from my current job. is it possible, if I come to US on H4 (since my husband holds a H1) and submit the experience letter for H1 processing. once my H1 gets approved, change the status from H4 to H1.

Try to get an experience letter from your colleagues preferably senior ones on company letter head. Yes, you can come with a H4 visa and then apply for a COS from H4 to H1B.
