so what about the employee's in USCIS?? Are they gonna take 'unpaid vacation'??

It's called furlough.

And yes, that is a temporary unpaid leave. Could happen to government employees for all non-essential services.

Watch the news if Congress doesn't agree on a budget...

I heard that govt shutdown happens when govt doesn't have money to pay their employees, is this true??

If that's true then why congress is discussing whether to attack another nation or not when they doesn't have enough money to run the govt itself??

The military is likely an essential service...

The Republicans will make sure that the money for the military is there even if there is nothing for the rest of the government... They don't like things like food stamps, anyway...

In the end, people will be angry at the Republicans. They are about to lose the next election a few weeks into October.

I see that the Websites of DOL (Department of Labor) and http://icert.doleta.gov/ (perm tracker portal) showing messages that they are down which means its just the websites or the total departments aren't functioning? USCIS on their website says its not affected by the shutdown, but not so sure about the Department of Labor.

That's correct. DOL is not functioning completely/fully at this time, but USCIS is functioning.

DOL does not process PERM, nor LCAs for H1 during the shutdown.
