Perm LC filing

The candidate has Masters degree in ComputerScience from USA and has 5 years work experience in US. The candidate is now working in India. Will the US employer be able to file  

for Perm LC and I140 while the candidate is in India? Or does the candidate need to be working in US for filing Perm LC application?

 

 

Please let me know if multiple employers can file for Perm LC for the same candidate at the same time?

GC is for future employment, that means employee will be working with that employer in future. So it doesn't matter where he is working currently.
