Attending USA consulate(India) for second F1 Visa

Hello Respected Sir,

I did my MS-Computer Science for University of North America in Sep - 2012 ,

I came USA in 2011 Jan , and applied H1 B in 2012 , My H1 B approved in 2012 Nov , After Ms Computer Science completed to keep my status, I joined in the same school for MS-IT , But unfortunately , I started to india in Dec-12- 2012   , Now I am in india,So My question is , Now I want to go for admission to PhD program in the same school , I am going to attend US-consulate in india for New F1 VISA is there any chances for reject my new student VISA(My old F1 VISA is valid upto 2015, But I think it is not valid as per my knowledge) , because of i hold H1-B in USA, Please let me know Sir,
