I had filed H1B Visa through a consultant in 2008, the petition was approved, but I never got it stamped.

I only have the H1 receipt number since the employer did not provide me with the copy of I797A.

 

I recently checked the status online and found that the current status now is -

Does this mean my petition was rejected? Can I still file under cap exempt category since the status is not showing as Approved anymore?
