L1B to H1B, Eligibility for stamping in Canada/Mexico for first time.

I met a guy today who said he went to Canada last year in June for H1B stamping(extension) from employer X. He holds master’s degree from London and previously had his H1B stamped(first time) in London with a different employer(Y).

 

I am currently working on H1B. Previously I was working on L1B and got my status changed to H1B on Dec 2012. My question is am i eligible to go Canada for H1B stamping(first time and have no masters degree from USA).

I doubt it you are eligible for first time stamping in Mexico. You always eligible for stamping extension/ renewal...
