H1 PP Clock Started or Restarted - What it mean exactly

Hi Guys,

 

Actually I been trying hard to understand about message below, i think most of us don't know exactly,  if you have idea please help me out

When we get this as status of our case, -  the 15-day Premium Processing clock started on your I129, PETITION FOR A NONIMMIGRANT WORKER. Clock set to started or restarted, does it mean like USCIS  Officer  is started working on our case or our case is in short queue with other applications, which can be take care in in 15 days from that day,

why i got this question is some h1 PP applications got action in 3 days, some in 7 days , some with in 15 days, some after 15 days which make USCIS  refund PP money back,

 

Please put some light on this

You should get a decision on your H1B petition by 15 calendar days from the date this update was received.
