Of course they are mandatory, that's the proof that he is in status. File a complaint against that employer for not paying you, this is the only option to be in status. Link to comment

(Currently he is not on project, still searching for project) He needs to get paid, if he is on a project or not. If he doesn't get paid, he should file a complaint with DOL on form WH4.
