h4 status when h1b was in administrative processing

i  have  h4 visa valid until september 2015.

my husband has h1b visa. he went to home country for visit and there he went for visa stamping. but he got 221g (6)c(1) administrative processing with pink slip. at the interview time officer said they need more verification about employers company.after 8 days of the interview got a call from consulate and they said visa is denied  and eligible for waiver apply. now applied for waiver its in processing.

Here my question is

1 .How long h4 visa is valid

2. if h4 visa  holder can not stay more than 180 days. this 180 days counts from h1 visa holder attend for interview         OR  h1 visa holder got a call from  consulate  and said denied.
