H1B to L1A transfer

Hi

I have got H1B petition approved in 2013. I will be travelling to US in Oct 2013.

 

I wanted to convert my H1B to L1A.

I have following queries -

1) Can I apply for conversion immediately when I reach US

2) Is there any legal requirement to spend some time on H1B before applying for conversion to L1A ( after checking if I qualify for L1A)
