LCA and Paystubs when changing to a new client

Below is the overview of my case. Please advice

1) I am currently on H1B status and working with my employer for a client in CA and I got a better offer in NY. Should I file new LCA
2) How much time will I have to file the new LCA and within how many days should my employer change the address of my pay stubs
