F1 visa transfer after first Masters

I have completed my Masters and my STEM OPT expired on June 30th 2013. I got admission in another University with a start date of Sept 9th(Fall 2013). I transferred my SEVIS and got a "Continued attendance I-20" on July 24th.

 

• From what date my SEVIS will be active at the new University?
• My start date at the new University should be with in 60 days grace period or only the SEVIS should be transferred with in the grace period?
• I am having health issues and want to go to my home country. Taking a break in this Fall 2013 will effect my status?
• Also my visa has expired. So what are the chances of getting visa stamped?
• Will I have better chances if I go for stamping in Canada?

Why are you doing 2 Masters? You know right you wont get another OPT this time.

My first Masters is in Computer Science. I am doing MBA to gain knowledge in Business Management. Yes, I know that I will not get another OPT. I will be applying H1 during my second year.
