Traveled on H4 & recently H1B approved.But have one offer from employer B So can I transfer my to Employer B?

Hi, 

 

Came to USA on H4 visa on January 1 2013. My H1B got approved in march 2013 sponsored by employer A ( So I have I-797A with me)

 

Change of status i.e. from H4-H1 is not applied by employer A yet.

 

I have an offer from employer B. So can I transfer my H1B Visa to employer B with only I797A(H1B approval) because

 

1) I didn't start working for employer A as COS is not applied yet, no SSN, no pay stubs( I didn't start my employment yet) because I need client letter to apply for Change of status which I have from employer B.

 

 

I have offer letter from employer B, client letter and all the necessary documents.

 

1) So can I transfer my visa to Employer B / Can the change of status(H4-H1B) be applied by employer B?
