Anyone still waiting for GC approval with PD (EB2 India) current from NSC?

I am EB3-->EB2 with a PD of October 2006. I am still waiting. Is there an order to the way USCIS processes GC applications. I havent received a RFE yet and filed the AC-21 sometime last year ( October 2012 )...Is there a reasoning for why do we see folks with later PD dates getting approved before people with earlier PD dates.  For example, we are seeing people with PD of 2007 getting approved before 2006/5/4. Why is that ?

This is just a guess. May be they are approving straight EB2 cases first and are saving the EB3 to EB2 upgrades for the last. Mine is a EB2 port and I haven't received my approval yet.

the order of processing may be by the RD for a given serv center; but between the two serv centers there could be difference also.

Yes, what is frustrating is that I have had "Initial Review" status for the past 3 years now ( PD of October 2006, EB2 India, RD June 2013 ). No RFE. I took a SR last month and confirmed that my case said E26 ( I am a EB3 to EB2 convert ) and the lady at the desk confirmed all this. I had a recent adddress change and the USCIS website shows that in the "Initial Review" contents too ( shows that both me & my wife ). What is annoying is the uncertainly in the process...But I guess that is part of the process too...
