H1B Validity and transfer

Hi,

My employer company A filed a L1 petition in 2005 and I travelled to US in L1 and was there working for a client for 15 months and returned back to INDIA in 2006 July. Later the same company A filed a H1B in 2007 and I went for stamping on July 1st 2007 and there was a RFE(Query) to submit client invitation letter and my company A did not do anything and left it as such. As of now I do not know the approval duration. I will have the approved paper only by Wednesday to know the approval period.

Then I moved to company B by 2011 and they filed another H1B in 2012. Again there was a RFE (Query) to submit client letter and the company withdrew the application by December 2012. This petition was not approved.

 

Meanwhile I have travelled to US in B1 twice for short period say 3 months and 6 weeks during 2012 and 2013 respectively.

 

Now my question is:

 

1. Can I transfer the H1B filed by company A which was approved in 2007. If it is true, am I eligible for Cap Exemption?

2. If I am eligible for cap exemption, how long it is valid to transfer?

3.If I file for new H1B petition am I eligible of cap exemption?

4. What is the duration or validity of a H1B approved petition which was filed in 2007? Like till when I can use it to travel to US either by transfer or appling new H1B petition?

5. What is the best possible way for my to use the approved H1B petition which was filed in 2007? (either by transfer or new filing)

 

Please help me with answers to get more clarity.
