L1-B extension denied

My friends case.

Finished three years on L1-B and applied for L1-B extension in march.

It was denied as USCIS deemed that he do not possess specialized knowledge.

What are possible paths to remedy this ? His I-94 has expired. Does he have to leave the country immediately ? Can he re-appeal and then stay ? Appreciate help from all immigration gurus.
