PERM business necessity statement

Hi, 

 

My attorney asked me to fill the business necessity form. Do you guys fill it by yourself? I thought that's the reason we need an attorney. My manager is busy and may not be able to review it completely. Not sure how important this form is. I am not a native speaker. I may need someone else to look at it if necessary.
