What is the H1B transfer fee? I heard that it is getting increased upto $8000?

H1 processing fee is no way related to you. WHY are you worried about that?? WHY do you care if it is  $8000 or $80000???

 

Your post CLEARLY tells that you are paying your H1 fee that's 100% illegal, and moreover in future you cannot take any legal action against that employer if you have any trouble (which is likely to happen).

I am on H1B and salary is a number game here. Depending on my worth, the employer expects some ROI.

So i assume that i am investign on myself in oder to avoid surprises on Salary part.

Whatever it is, you are not supposed to pay your H1 fee. Your employer is obviously making profits by hiring you, if not he won't hire you. I think it's better you find another employer.

The employer's ROI is your work. You get paid for your work, and that's it.
