H1b revoked does it comes under quota for next year.

I am writing this for one of my friend, his h1b was was approved in april 2008 and he worked in USA from OCT 2008 till DEC 2008 and went to India in January 2009.  after joining a new company in india , his employer revoked his h1b.  if he wants to apply for h1b in 2014 , will it be a new h1b in quota.

He has been capped once . hence he can file a new H1 through a sponsor or claim the remainder 5 years via a sponsor with no period of H1 petition approval more than 3 years at a time.
