Immigration reform and applying green card for parent

I am currently a green card holder and would be eligible for citizenship in Feb 2017. My mother is alone in India and I would like to bring her to US permanently to stay with us. Currently she has a visitor visa which she uses to stay in US for few months in a year.

 

I know that currently a child can apply for green card for his/her parents as an immediate relative if the child is a US citizen. But I have been reading that with the new immigration reform parents won't be allowed to apply for green cards, only spouse and child of a US citizen can apply. Is this true ? If it is, how can I bring my mom to US permanently in the post Immigration reform environment ?
