Is it safe to join new company after E-receipt?

Hi,

Currently I am working on H1 B visa. Got new offer, but the new employer is not ready to do H1 B transfer in Premium Processing. He is suggesting to join once he get my H1 transfer e-receipt with normal processing after LCA approval. 

Could any one suggest me how long LCA approval and normal H1 transfer takes along with receiving e-receipt?

Generally, the US Department of Labor will certify a Labor Conditions Application within a week of submission. Regular processing I-120 cases are currently observed to have a 2 to 4 month processing time. Receipt notices are issued typically within 6 to 13 days of filing.
