Employment based Green card eligibility term in the immigration reform bill

Need a clarification. I was going through murthy.com flash news links and as per this link for the more immediate merit based system: http://www.murthy.com/2013/05/03/immigration-reform-bill-summary-part-2-of-2/ , it says "Under this system, immigrant visas would be allocated to those with employment-based green card cases that have been pending for at least three years prior to the enactment of CIR". Observe that murthy.com said it as 3 years.

 

But in the bill, looks like it says 5 years (for both employment based as well as family based). Am I missing something here? Can you guys double check and let know if its 3 years or 5 years ?

 

I know that house hasn't passed the bill yet and a lot may change before that, but it would be great to know what is correct as per the current bill :)
