Second reentry permit

Hi,

I have a reentry permit which will expire in May 2014. I will need to apply for a second permit. How long before the expiry date do I have to file the application? Does this time I need to be present in the States while filing it? How can I expedite the biometric appointment? Thank you very much.

You absolutely have to be in the US when you file the application. No exception.

And you have to wait for the biometrics appointment.
