Moreover, it was passed by the Senate, still it has to pass House and after president signs that bill then it becomes LAW. And if everything goes fine, I think it will be effective from next year.( I believe House will not pass this bill)
satya2k1 Posted June 28, 2013 Report Posted June 28, 2013 I am positive, it will pass House, otherwise, it would be waste of time and effort of all members involved in this bill so far. There might be some amendments to the bill. If they don't like the proposal then they would not even start a proposal. this is my personal opinion. If this bill pass the house and the President signs into law, it becomes effective from October 1, 2014, which means USCIS accepts more H1B applications from April 1, 2014.

At this point, a bunch of people in the House are set against the CIR, but the number of votes in the Senate does put some pressure on the House to get their act together. My guess would be that the House creates its own, somewhat similar bill, and if that gets approved, there would be a consolidation session to get the bills unified, then that new unified bill would have to get approved by both chambers (which usually isn't that hard, since the leaders of both chambers agree to the unified bill, although Boehner, the House leader, didn't get the Farm bill through...)

As far as my knowledge is concerned, their were lots of proposals which were not passed after lot of 'effort' by the Congressmen. I think this is the first time that you are following the updates regularly on a proposal,if not you won't feel like that. BTW their are few advantages for H1B holder in this proposal, in our language we call it as 'biscuit'.

A crime should not get rewarded or else it will be a slap on the face of people who work hard to legally settle here. --> H1B applications should be highly scrutinized, which will make life of shady guys (consultants) very very tough.

But they don't want this, hence they came up with 'Compromise Immigration Reform' (CIR).
