RFE- on General processing H1B 2014

I applied two h1b Visa with different companies and picked in both
lottery system as both are general processing and my current visa
exist still July 2014 end

1) first h1b got RFA(request for evidence )

2) second H1b still in Initial review stage

Queries :

1) is it advisable to travel out side US during this stages?

2) can I apply premium processing for second H1b visa ?

3) how long it wil get decision if I given document for first h1b
processing once since it is in RFA stage ?
