H1b case closed at administrative step,

Hi all ,

 

           Having filed H1b in masters qouta this year. I got my receipt number and the CAP-GAP extended. My employer converted it to premium after it got picked. After 30 days of no response my lawyer tells me that USCIS have closed the case and have asked to asked us to try our luck next year. When asked why..? The response was that the receipt number itself was given out by mistake and that the case is closed and all money will be returned. In my knowledge.. The case seems to filed properly with all needed docs

 

                    Now, has this happened to any1? Is there hope in such situations ? Can We approach the USCIS to reconsider?
