Employer tax

Hi there 

 

can any one tell who will pay  employer tax ?

 

My employer is charging employer tax from my(employee) paycheck. is that legal ? 

 

when asked he replied that he is paying for PERM and H1B fee. 

 

Please tell me how to handle this.
