Expired H1B, can I apply for my H1B CAP exempt

Hi All,
 
MY h1b visa got expired in Dec, 2011. I have not traveled during the validity of my visa.
Now I want to travel to US. What are the different options available for me.
Now can I apply for my H1B CAP exempt, if so till when it is valid.

Fnd a new employer.

Get a new approval notice.

Go for new visa stamping.
