H4 to F1 Stamping in Mexico

My wife wants to convert from H4 to F1 (its late for COS here in US since she has a GA). I just want to know if Mexico even entertains new F1 visa appointments. I read on this forum that they take only renewals. Data in Canada are not suiting us as of now so we are exploring Mexico. I would really appreicate if someone could let me know, I have not found a concrete answer to this anywhere online.

She needs to return to your home country for stamping for the fastest processing and best chance of success.

You cannot go to Mexico for Change of status visa stamping. It is only for renewals.
