OPT - H-4 : For change of status do we need to go out of country????

Do we need to go out of country for change of Status from OPT to H-4. Can we stay in US and apply for Change of Status from OPT to H-4.

COS means changing from one status to another status when you are in US.

If you are out of US then you have no status and COS doesn't make any sense.
