Bridging error of priority date on I-140

Hi,

This is my scenario -

I have a prior approved I-140, with my prior employer, with a priority date of 7/21/2008. The date my prior I-140 was approved is 9/17/2009.

My current employer filed for I-140 and was approved and the prioroty date on the new I-140 is 9/17/2009 instead of 7/212008.

Questions -

1) Should the priority date on my current I-140 be 7/21/2008? This is the priority date mentioned in my prior approved I-140. It is the date mentioned in the prior I-140 right, is what they need to assign as the new priority date, not when the prior I-140 is approved(approved date)?

2) If this is done in error by the USICS office, how can this be corrected? Do I need to re-apply?

Can someone please advice?
