L1 to H1 with CP and L2 to H4 on COS Urgent !!!

I am on L1 B with with employer A. Employer B has filed H1 with COS for me I have not applied H4 for my wife, she is still on L2, I had to travel to India during my H1 B petition is in process, we will be coming back to US with L1 and L2 status itself within 1 month. Employer B suggested me to get my H1 B stamped in India before I start working for them. that is in October. in this situation can I apply for wife L2 to H4 with COS conversion based I-797 H1 B Approval notice so that she don't have to travel to india in the month of October for H4 stamping as she can not travel and I alone can travel to india get H1 B stamped here in India.
